Joe, who had previously been playing in the United States, has teamed up with the squad in training this week.
The nineteen year-old had previously been with New York college outfit Monroe Mustangs up until September, before heading back to the UK to focus on earning a professional contact.
County were without a reserve goalkeeper on the bench for the visit of Northampton Town, with Rhys Taylor joining Wrexham on loan last Thursday.
Speaking after the paperwork on the deal had been finalised, Joe said, “I decided to come back home and try and make a career in football and try my best to make it in the Football League”.
“I did a bit of work at Chesterfield with Mark Crossley and he got me this great opportunity to come down to Newport and work under John Sheridan”.
“I have been training with the lads this week and they seem like a good bunch, who are really friendly and have been really welcoming”.
“If I get an opportunity I want to grab it with both hands and show everyone what I am about”.
Joe will be eligible for Sunday's tie against Brackley Town, following the Club receiving international clearance on Friday morning.
During his time with the Exiles Joe will wear the shirt number 15.
