The defender signs on a one-year deal until the end of the season.
The defender graduated through the youth ranks at Reading, captaining their under-18s side, signing a pro-contract at the club back in July 2012.Loan spells at Bognor Regis Town and Basingstoke Town followed, giving Matt the opportunity to experience regular first-team football.
When his contract at Reading expired last summer, Matt moved to East-London and signed for fellow League Two outfit Dagenham & Redbridge.
Last season Matt played over twenty appearances for Dagenham and Redbridge, playing against County at Rodney Parade towards the end of April.
On making his move to South Wales, Matt stated that he can't wait to hit the ground running at Newport County AFC and was glad to finally get the deal concluded.

Matt will be in attendance to watch his new teammates in action, at tonight's game against Swindon Town.
